This picture was sent in by "Wellstina" without a story.

Analysis

This is usually the kind of garbage that many sites try and pass off as a ghost picture.  What we're looking at is either breath, cigarette smoke, or car exhaust illuminated by a flash.  Those "orbs?"  Rain. 

Conclusion

Nothing remotely paranormal about it.
