The Story

Hi Jason, remember me? I sent you the picture of the ghost in the caboose window in Rhyolite, Nevada. I'm sending you a picture of something standing in front of my window in my own home. My neighbor Summer took the picture (she wanted credit for taking it), please tell me what you think.

Analysis

This one is difficult.  Dark, out of focus, and long-exposed: these are so hard to analyze.

Now, assuming that Tess is being truthful about the origins of the picture and that this is not simply someone standing in front of the blinds, this would be an intriguing photo but with so little detail, it's difficult to ascertain its authenticity.

Conclusion

Inconclusive.
